Well, all I know is that the pack pulls this year for me have been very bad. I bought 2 100,000 coin legends packs on Monday thinking there are a lot of high OVR cards so I should get at least a 90 OVR.... And my highest pull in one was a 88 OVR and the other was an 87 OVR.

Why make a player a power-up and then add a card of theirs that's not eligible for their power-up.
