formation usually determines it. Typical football rules. You have to have so many guys on the LOS. And by motioning them, then you would throw that off and commit a penalty. Also by motioning a certain receiver he may "cover up" another eligible receiver making him then "ineligible" and throw the whole play off.
I found some formation where I want to motion a WR and the little circle light up under the player showing the arrow but he won't move. I've found some plays where the RB was motioning by the computer at the snap. If I canceled his motion presnap I could move other players. But there are still some that no matter what I can't motion.
