How I use the power up pass?

yes and then you get the Power Up Pass back in your item binder and then it can be used on a different player

No because his full legend card needed to power him up to 92 is a 91 OVR and currently there is no 90+ Power Up Pass ....88-89 is the highest you can get after reaching level 49
The power up pass takes the place of a Core Elite player of that same ovr if that player has a power up!.. As of right now there is no power up pass for a 90 over all... When they release these, then yes, more than likely you can use a power up pass on a full legend that is a 90( this pass will probably be 90-92)

Ok here is an example .... I just bought the PU version of Kam Chancellor .... I powered him up using Training Points until I got to the level that says "Add the Kam Chancellor Core Elite player item to power this player up to 86" So in stead of of buying his core elite card I chose the 83-85 Power Pass from my item binder to power him up to tier 9 ..... your power pass value has to match the core elite value of the player you are trying to use it on.
I did the same thing with the 87 Odel ....rather than purchase his 89 Diamond card I used my 87-88 power up pass to upgrade him to tier 10 for a savings of approximately 300k
