Ok I'm going to try and I will tell you up front I am not the best person to be answering but I figure something is better than nothing.
Could you tell me what card you are trying to upgrade and what chem it isn't allowing you to add or which one you are trying to add?
I personally haven't messed with any power ups except the mut captain so I could use my tokens, if you are new you can upgrade your team a lot with just the players given out in solos for quite a while. After that learning the market and finding deal and flipping cards would be my next suggestion. The only reason I say that and the reason I have stayed away from power ups is because if you do something wrong or change your mind you only get 50% back in the refund. So with all the different power up passes you will get along the way and the ones to still be release, the card I might have wanted to power up a couple weeks ago wouldn't be the same I want to power up a couple weeks from now.
I would say the only exception to this approach is if you are running a theme team, which I don't understand myself, if I wanted to play with players from all the same team, I'd just start a franchise mode with that team, but some people love them and they are good for the salary cap version of online play. Or if you know you want a player on your team for the duration of Madden20 then why not get the power up level them to the max and enjoy.
