Not a programmer, but I have worked in software support for many years- I don’t think this is intentional. Certain bugs can be difficult to fix and can take weeks at times. They are adding new features/code to old code and they are getting unexpected results. It is also difficult to test at scale of millions of people using it at the same time. This probably worked just fine during their testing and it is starting to break once they have millions of people playing at the same time. I have seen this in other software in the past.
They really messed up this, and I wouldn’t be surprised if they scrap field passes going forward for new programs. It will probably just be two passes as they can’t even get 2 to work. You can somewhat tell that they are doing this now that the new reward players are starting to be tied to challenges instead of passes.
Yes, I would hope that they keep them, but my confidence level is low that they will introduce more based on how bad this launch has been. They are probably trying to get them to work as this would be another bad look for them if they have to get rid of the program ones after they talked about them leading up to launch. Then again, they scraped the franchise updates last year that they promised.

I hope they don't scrap field passes, because the idea itself is cool, if it just worked.
